On one hand Japan is pretty xenophobic, and it’s virtually impossible to gain citizenship there, to the point where there’s a lot of people who just don’t count as citizens of anywhere because they were born in Japan but their grandparents weren’t natives. But on the other hand, Miku is technically an immigrant in canon (from a terrible dystopian future).
